Police shoot dog's owner

Seen the recent incident where the dog owner confronted the cops to antagonize them and they shot his dog.  Really its both the cops and guys fault I think.  The cops shouldn't have pursued the guy and the guy shouldn't have antagonized them while they were busy in a high crime area.  I've heard arguments that the cops didn't need to use taser while others said its too dangerous to rely on taser in the situation.  I'm not a dog expert so im not sure what to think but I know cops often are easy to pull trigger.
